This O-ring is fitted inside the diesel injector pump on RD28 and TD42 engines. The original factory-fitted seal becomes hard and brittle from constant heat cycles and exposure to diesel fuel, which eventually causes it to fail. A failed advance plate O-ring is a very common source of fuel leaks from the injector pump.
