This is Bolted to the back of the Harmonic Balancer.
It is a rubber filled Damper, designed to reduce engine harmonics and Vibration.
It is Common for these to get damaged when being removed. As well as in other ways.
It is recommended to replace if damaged. As any damage may cause More vibrations or harmonics through the crankshaft.
